I will be travelling from Arles to Juan les Pins the first week in Oct. What would be considered a safe time to allow between train changes ?? and..do the schedual time changes a lot from month to month ?? Loretta I will purchasing point to point tickets...

Then theres always that day - if they are not on strike, when the unpredictable occurs. The solution? Always have a Plan B.

What does Retarde 20mn mean ???
Plan B would be a bus ?? also are there 2 different train lines running along the coast ?

I%26#39;m trying to aclimatise you to a little native French as you find it in context Retarde: French for %26quot;late/ slow/behind schedule%26quot;, as in retarded. 20 minutes late is common, as is 5 and 10.
There is just the one trainline running along the coast.
If you missed the connection at Marseilles, its likely there will be another within an hour.
If the trains are totally down the shoot, within daylight hours there are buses which run between Marseilles and Nice, and find your way back to JLP
If all public transport is kaput, this can be time to check into a hotel.
If its late and no bus or train, and an overnight stay is out of the question, a taxi will set you back a quite a few hundred Euros, and thats my last resort,
Beyond this, prayer might help (Plan Z)
This is all very theoretical of course, its not going to happen.
